Arizona Car Registration

You must personally register your vehicle with the Arizona Motor Vehicle Division. You should submit your application form, ID, vehicle title, and pay the registration fee. You may get a temporary vehicle registration to obtain additional time for gathering your vehicle form information. You should pass the emissions test if you are living in Tucson or Phoenix.

This section will help you learn the process of vehicle registration in Arizona.

New to AZ?

Based on state law, registering your car with the MVD must be accomplished right after your residency has been established. Residency is not just about having an address in Arizona. According to the state, you can be a resident of Arizona if:

  • You acquire an AZ driver’s license.
  • You are working in AZ (except those seasonal agricultural laborers).
  • Your children are attending school in AZ and have no tuition fees outside the state.
  • You have stayed in AZ for at least seven months in a year.
  • You own a business in AZ that operates houses and vehicles in the state.
  • You have a transportation business in AZ.
  • You are a registered voter in AZ.

Documentation Requirements

For registration, visit any Arizona Motor Vehicle Division office. Prior to visiting, you will need:

  • A POI of your car with the following required AZ coverage amounts:
  • $15,000/person,
  • $30,000/bodily injury accident,
  • $10,000/ property damage accident.
  • Form of emissions compliance

The process was made easier. It is now allowed in AZ to title and register your car at once.

Visiting the Motor Vehicle Division Office

For an application, visit the Arizona Motor Vehicle Division office and bring the following:

  • A completed Form AZ DoT 96-0236.
  • An Emissions Certificate, if you are residing in Tucson or Phoenix.
    • Your emissions test results will be forwarded to the Motor Vehicle Division.
  • A level 1 Inspection Certificate, if applicable.
    • The Inspection validates your VIN. This is applicable only if you have no vehicle registration certificate or title. This service is provided by the MVD and is free of cost.
  • Vehicle title or an existing registration certificate (if it’s with your lienholder).
  • License plates from another state.
  • Certified AZ car insurance.
  • A valid photo ID (ID card, driver’s license. Etc.). The Motor Vehicle Division has lists of acceptable IDs.
  • Payment of AZ registration fees.

Your Arizona vehicle registration can be valid for one year, two years, or up to five years. You will be eligible for a five year registration if your car is exempt from an emissions inspection.

Vehicle Registration in Arizona

You are required to personally have your vehicle registered at any branches of AZ MVD. A vehicle registration service may be provided by a dealer if your vehicle was bought from a car dealership. Verify with your dealer if they provide this kind of service.

AZ restricted use 3-day permit: You are not allowed to drive a newly bought vehicle, either used or new unless it is registered. Register for a 3-day restricted use permit to drive your vehicle for inspection, for the emissions test and to the Motor Vehicle Division for registration. The permit fee is 1 US dollar.

Note: Give your plates to a Motor Vehicle Division office if the broker accidentally left them on your vehicle.

Registration steps: You should personally register your vehicle at any Motor Vehicle Division office. Be sure to bring the following:

  • Car Insurance Certificate.
  • An Emissions Certificate, if you are residing in Phoenix or Tucson.
  • It will be given by the testing center once you’ve passed the test.
  • Mostly new or five years old vehicles are exempt.
  • A completed Form AZ DoT 96-0236.
  • Form of emissions compliance.
  • Car insurance documents.
  • Proof of car ownership, such as MCO and a certified car title.
  • Valid photo ID (ID card, driver’s license).
  • Payment of Arizona vehicle registration fees.

Your Arizona vehicle registration is valid for one year, two years, or up to five years. You will be eligible for a five year registration if your car doesn’t have to go through an emissions inspection.

Note: Transferring license plates from one car to another must be done within thirty days.

Temporary Arizona Vehicle Registration

You can apply for a 90 day temporary registration in case you don’t have all the required documents for a vehicle registration. It will allow you to drive your vehicle for the purpose of gathering the needed documents to get a permanent AZ vehicle registration permit.

The registration fee is 15 US dollars and is valid for ninety days. Your registration taxes and fees will be retroactive. You should make a full payment once you have obtained all the required documents.

Registration of a Military Vehicle in Arizona

AZ military residents: You may follow the vehicle registration steps above if you are a military member who resides in Arizona.

Out of state military resident based in Arizona: Registration of a car with the Motor Vehicle Division is not required if you are military personnel stationed in AZ but not an Arizona resident. However, compliance with AZ emissions laws may be needed contingent on your situation and location. For further information, ask your commanding officer.

You may ask for an AZ vehicle registration permit if you would like to be a resident of Arizona. Visiting any AZ Motor Vehicle Division office is required. Bring all the documents stated above.

You can be exempted from having to pay the VLT registration fees. A certified Special Military Exemption 96-0240 Form has to be submitted together with the documents stated above. VLT is applicable regardless if you are stationed abroad as long as your spouse stays in Arizona and you’ve registered your name on the vehicle title.

AZ Registration Taxes

The AZ Motor Vehicle Division charges both titling and registration fees as well as the VLT applicable to every registered automobile in Arizona.

Titling and Registration Fees:

  • $8 registration fee;
  • $4 title fee;
  • $1.50 air quality fee;
  • $15 fee for 90 days temporary registration.

Arizona VLT: The state requires a VLT for every renewal and registration. Charges are evaluated for every 100 USD of the vehicle’s value (assessed value of 60% MSRP- reduced by 16% each year).

For every 100 USD of the assessed value:

  • $2.80 for new cars;
  • $2.89 for used cars;
  • $4 for AFV.

Note: You will need to pay the total amount of tax for the entire years of your registration, either 2 or 5 years.

Motor Vehicle Division offices accept cash, checks, or money orders and other offices take credit cards. Make sure to call their office before visiting.

Vehicle inspection: Residents of Tucson and Phoenix are required to take emissions tests. Testing centers send the test results to the Motor Vehicle Division via electronic messaging. A Vehicle Identification Number inspection will be performed in case you don’t have a vehicle title. The VIN inspection is typically performed at the MVD office the same day.

License plates: The MVD provides license plates upon registration. They also offer a variety of specialty license plates, but with an extra fee.

Replacement of Stolen or Lost License Plates

Replacement of lost plates must be done immediately. You can request for a replacement by mail or in person.

Note: Report any lost or stolen plates to the local law enforcement.

By mail replacement: For duplicate license plate requests, you must submit the following:

  • A 48-3302 form, Plate Notice;
  • Money order or check for the $5 fee (first class mail and registration fee).

In Person: Visit any Motor Vehicle Division office and bring the following:

  • A valid ID (ID card or driver’s license).
  • VIN or license plate numbers.
  • $5 for replacement fee.

Planned Non Operation Registration

You may visit any Motor Vehicle Division offices if you would like to register again your non-operational car that has been registered in the past 5 years. You need to bring the following:

  • Your car’s VIN.
  • A AZ DoT 96-0236 form.
  • Form of emissions compliance if needed.
  • Car insurance documents.
  • An 48-9402 form.
  • Valid photo ID. The Motor Vehicle Division has lists of acceptable IDs.
  • Payment of AZ vehicle registration fees (refer to the fees above). Any Motor Vehicle Division office accepts money orders, cash, or checks and other offices take credit cards.

Contact the Motor Vehicle Division if you have not been able to register your vehicle within the past 5 years. Your license plates must be given to a Motor Vehicle Division office if you have plans of not using your vehicle for a certain period of time.

Make sure to have your registration canceled prior to the auto insurance cancellation.
