In general, vehicles in Missouri are required to undergo safety inspections while vehicles from outside of the state are required to undergo VIN and odometer inspections. Once completed, the list of required documents for titling and registration will be provided to you by the technician.

Temporary Registration Permit

Make your temporary permit visible and secure by placing it on your vehicle’s back. The TRP is effective for thirty days. The titling and registration of your vehicle are a must. You will be given a late fee of $25 every thirty days from the required registration/titling period. You can pay a maximum of $200.

Vehicle registration procedures vary contingent on the residency of a military member, whether the military member is a MO resident or an out of state resident based in MO.

For out of state military residents based in Missouri

Registration of a vehicle for all military members based in MO is not required. However, their vehicle insurance and registration from their home state must be maintained. Refer to the section “New to MO?” and follow the procedures if you will have your vehicle registered in the state.

You may apply for a TRP if you will buy a car in the state but are planning to have it registered in your own state. The TRP will allow you to drive your vehicle in MO until your own state vehicle registration process is complete. Refer to the “Temporary Registration Permit” section above.

You may register your vehicle in the state if you are a MO resident who is based outside of MO. You can send the paperwork via mail either to Jefferson City (Central Office) or to any of your relatives to help you with filing the registration in MO.

  • Certificate of financial responsibility or insurance.
  • A completed DOR 108 Form.
  • Tax waiver from the Collector’s office of your home state to prove you have no issues with property taxes.
  • Present a tax waiver from the St. Louis collector office if you are residing in the city.
  • A tax waiver covering the preceding two years is required for a two year registration.
  • A certificate from an odometer inspection and a VIN signed by an army commissioned officer.
  • A completed Form 768, indicating your vehicle has been in MO for less than sixty days.
  • A vehicle safety inspection within ten days before returning to MO is required.
  • An emissions test within ten days before returning to MO is required.
  • Paying the required taxes for registration and titling.
  • The amount of sales tax you paid in your present state will be deducted from the total amount of payment you made in the state where the vehicle was bought.

Registration through a Relative

The MO Department of Revenue recommends you send the documents to a relative and let them submit in person all the paperwork for the registration of the vehicle. This will expedite the process of registration. Relatives may take care of everything regarding the registration and fees.

Vehicle license plates are provided once the paperwork for registration is filed. Your relative will be able to send you the vehicle plates faster than the normal delivery process of the DOR.

You may also make your registration via mail if ever you do not want a relative to file the registration for you. After you have completed and gathered all the needed documents and fees, mail them all to the MO central office.
