Vehicle Registration Process in Oregon
If you plan on registering a vehicle in OR, you must go to a local DMV station in person. You need to process the title and registration at once, especially if you just recently moved to the state. An ownership certificate and an emissions evaluation (if applicable) need to be presented upon the application.
Oregon requires individuals purchasing vehicles or simply moving to visit a local DMV station to process registration and obtain a title.
Moving to Oregon?
Recently moved residents of the state have 30 calendar days to secure the title and registration of their vehicles since the start of their residency. The DMV office requires a VIN evaluation upon application. You will be considered a resident of Oregon if you:
- Lease, rent, or purchase a home or apartment in Oregon.
- Are employed within the state.
- Stayed in the state for more than 6 months.
- Enroll your kids in an educational institution from Oregon.
- Declare Oregon residency to get a state scholarship for any educational institution of your choice.
You must completely fill out the form called Oregon Residency and submit documents as proof you reside in the state. If you have any tax return documents, they will suffice as proof. However, if no tax return document is available, you have an option to present 2 of the following details:
- Property tax document.
- Utility bills.
- Lease or rental agreement.
- Receipts proving you have stayed in OR for six months.
- The recent bank account which is still active in the last 60 days.
- OR government assistance receipts.
- Voter’s ID card (Oregon).
Vehicle Registration (in Case of a Lien)
You are not allowed in Oregon to complete the registration if there is a lien on the vehicle, unless you present the original title coming from the agency.

Car Registration in Oregon
This state requires everyone to secure a title and register their vehicles at once. The car dealership will help you process it if you decide to purchase a car from them. If you choose to purchase a car from an individual or you intend to move to Oregon, you will be required to submit all the paperwork by yourself.
To get started, visit the local DMV station and:
- Completely fill out the form called Registration and Title Application. (You may fill out an online form or print it, complete the details by hand, and bring the copy to the local DMV station)
- Proof of ownership must be submitted (sale receipt, lien release, origin certificate from a manufacturing company, vehicle titles if bought from outside the state or from an individual)
- Present an emissions test proof only if needed. Vehicles manufactured starting with 2009 need to have a vehicle inspection.
- Have your VIN inspected if necessary. Pay $7 for the processing fee.
- Submit the odometer disclosure document along with the application form.
- Pay any applicable fees.
Your registration and license plates will be available after you have successfully completed the application process.
Foreign Vehicle Registration Process
There are additional requirements if you plan to bring your vehicle from a different country. All requirements stated above need to be completed, including the following:
- Fill out a form called Foreign Vehicle’s Lien Certification.
- Present all proof of foreign ownership papers.
- If the vehicle’s title is not translated in English, certified translation is required.
- Present proof of your vehicle passing the standards of the US Federal Vehicle office.
Reconstructed Vehicle Registration Process
In Oregon, vehicles which are reconstructed are also called salvaged vehicles. They must:
- Have a salvage title.
- Be similarly built vehicles.
- Be reconstructed.
- Be homemade.
You need to complete the requirements stated above if you plan to register your salvaged or reconstructed vehicle. Aside from these steps, you must also:
- Fill out a form called Reconstructed, Replica, or Assembled Vehicle Certification.
- Submit the associated sale receipts for the most important parts used in the reconstruction of your vehicle.
Vehicle Registration Process for Military Forces
For military members there are different policies applied compared to civilians in terms of vehicle registration in Oregon.
Military members (Oregon residents)
Military members who reside in the state of Oregon need to follow the same registration process as Oregon residents.
Military members (non-residents)
Military members (non-residents) who are assigned to OR do not need to complete a vehicle registration with the DMV in Oregon, provided their vehicles are insured and registered properly in their home state.
OR military members assigned outside the state
Military members who are assigned outside its state may complete the registration process via mail. Aside from the required documents stated above, they need to include the Earnings and Leave Statement, as well as the money order to pay any applicable fees.
Vehicle Registration (Outside the State)
You have the option to mail the required documents stated above to register a vehicle, including a money order or check to pay for the registration, for the license plates, and for the title fees.
Make sure your present address (outside the state) is included so the Department of Motor Vehicles will be able to send your license plates and registration card. Save the Transaction Notice details on your application while waiting for the new registration paperwork.
Military members who are assigned to a different state have the option to mail the applications to register the vehicles and obtain license plates.
Fees Associated with Vehicle Registration
This state has standard title, license plate, and registration fees. It issues both 2-year and 4-year registrations.
Each vehicle with an Origin Certificate from its manufacturer will pay to cover a four year registration. Renewals and used vehicles which have four years of validity have the possibility of getting two year of validity. However, you must verify it with the local DMV station for the specific details.
If the car has an existing four year validity, it will automatically be switched to a two year validity upon renewal. Succeeding renewals will be issued a two years validity. The vehicle title fee is $93.
Vehicle Registration (Initial Fees)
- Light Trailers and passenger vehicles (2 year validity is $112).
- Mopeds and Motorcycles (2 year validity is $78).
- Electric motorcycles or Hybrid (2 year validity is $78).
- Vehicles with low-speed (2 year validity is $116).
You need to pay $19 each year as an additional fee if you plan to register your car in Multnomah.
A $7 inspection processing fee is also required if there is a need to have your VIN inspected.
An SUV or truck, which weighs more than 10,000 pounds, needs to be registered as a heavy autmobile. Vehicle registrations for heavy vehicles depend on their weight.
License plate charges
- The single plate (trailers, motorcycles, etc.) fee is $12.
- For two plates (trucks, cars, etc.), the fee is $24.
- The plate transfer processing fee is $6.
Requirements for Emissions Inspections
In the Medford or Portland areas, all vehicles are required to undergo an emissions inspection before the registration as per the instructions of the Environmental Quality Department.
- Portland-vehicles built after 1975 are required to undergo an emissions test.
- Medford-vehicles, which were built more than 20 years ago, are required to undergo an emissions test.
Exemptions on emissions inspections in Oregon
The Environmental Quality Department has implemented emissions testing only in Portland and Medford. Other cities are not required to have an emissions test. Aside from these cities, some vehicles are also exempted from testing:
- Diesel vehicles.
- Vehicles which are relatively slow.
- Vehicles manufactured before 1975.
- Vehicles manufactured 20 years ago.
If you have a vehicle outside of Oregon, and your residence is either in Portland or Medford, you may call the DMV for the requirements on emissions.
Requirements on vehicles with low emissions
Vehicles manufactured in 2009 and later models with no more than 7,000 miles on board need to comply with the requirements for low emissions vehicles. An origin certificate issued by the manufacturer is enough to prove the car is compliant with Oregon’s legal provisions.
If there is no proof or document supporting its compliance, you need to secure this statement from the DEQ, the DMV, or from a car dealer to verify it passed the Oregon standard requirements.
License Plates in Oregon
Upon the completion of your vehicle’s registration, you will be issued license plates. These are transferable if you decide to get a new vehicle.
After receiving your license plates, registration stickers of the vehicle will also be issued. You will see the month on the lower left portion of the sticker. The year is indicated on the lower right portion of it.
It is required that the stickers are placed on the license plates properly, otherwise an officer will ask you to pull over when caught along the road. There is an option to request for special or personalized plates, but these plates cost additional fees.

Moving to Oregon was one of the most stressful experiences I ever went through. The moving company was a pain to find and a bigger pain to work with. They arrived late and took forever to load my belongings.
The only thing that went well was A1 Auto Transport, the team I called to transport my car. The contrast between them and the other guys was incredible. Joe was very polite and well mannered. He listened to my request carefully then offered several options for me to choose from. He indicated the cheapest would be using an open carrier, to which I agreed wholeheartedly.
He scheduled for one of his trucks to arrive 2 days later, between 2 pm and 5 pm. It arrived at around 4 pm at the nearby supermarket parking lot that we set as a meeting point. The roads near my home would never allow a truck of that size to fit in, so we agreed to meet there.
I sent my son with the car to take care of everything, since I was busy with the moving company. He returned an hour later saying everything went smoothly and he really liked the driver.
Four days later, while we were unpacking, the truck also arrived in Oregon with our car. The driver was professional, always smiling and patient enough to wait while we inspected the vehicle. There was nothing to report, not a scratch on it, so we ended our transaction well.
