Vehicle Registration Procedures in Pennsylvania
The state requires all vehicles to be registered personally at the Pennsylvania Department of Transportation Office. Your vehicle registration from outside of Pennsylvania must be transferred to the PennDOT if you are a new PA resident. You are required to pay the titling and registration fees and must comply with vehicle inspection in order to complete your registration.
According to the Pennsylvania Department of Transportation, a registration sticker is no longer a part of the renewal and registration process effective 31st of December 2016.
You will be given 20 days to have your vehicle titled and registered if you just recently moved in the state.
Bring the documents below upon registration:
- A PA ID card or driver’s license. You can provide:
- A Uniformed Services ID Card.
- A military CAC
- A PA car insurance.
- A VIN certificate. You may:
- Trace your VIN by using a pencil and tracing paper.
- Have your vehicle verified by a notary or inspection mechanic.
Visit the Pennsylvania Department of Transportation to have your vehicle registered and bring the following:
- The car title under your legal name.
- A PA car insurance certificate.
- Your certificate for the vehicle identification number.
- Payment of the necessary fees by money order or check billed to the Commonwealth of PA.
You must fill out the MV-1 Form at the Pennsylvania Department of Transportation Office.
Note: For leased vehicle, the lessor must fill up the MV-1L Form.
Registration of Vehicles in Pennsylvania
If you purchased a vehicle either used or new, you must register and title it with the Bureau of Motor Vehicles.
The dealer typically provides the registration service if your vehicle was purchased from a car dealership.
You will be responsible for your vehicle’s registration if it was bought from a private party.
You should personally apply for registration at the Pennsylvania Department of Transportation and provide the following:
- A certificate of ownership:
- MSO or MCO for new vehicles.
- The transferred title and odometer statement for used vehicles.
- Your PA ID card or driver’s license.
- A car insurance certificate.
- A safety/emissions certificate within ten days after the date of purchase.
- Payment of fees that may apply.
- A completed application form (from the Pennsylvania Department of Transportation BMV office).
- A MV-1 Form for new vehicles.
- A MV-4ST Form for used vehicles.
You may have to provide:
- A MV-3 Form if your vehicle’s price is below 80 percent of its market value.
- A MV-13ST Form for vehicles received as gift.
- Car license plates (if your license plates from the previous vehicle will be transferred).
License plates in PA
License plates will be provided to you upon the registration of your vehicle. The Pennsylvania Department of Transportation distributes standard and specialized license plates. Additional fees and forms are required for the application of specialized license plates.
Fees for Vehicle Registration
The rate of registration fees in PA varies depending on the type of vehicle:
- $37 for passenger vehicles.
- $19 for motorcycles.
- Trucks (depending on their weight). Refer to the MV-70S Form for information.
You are also required to pay titling fees:
- $53 for a car title.
- $78 for a car title with a lienholder.
Typically, you pay the sales tax to a car dealer if your vehicle was bought from a car dealership. However, registering your vehicle with the Commonwealth of PA requires the payment of a sales tax if your vehicle was bought from a private party:
- 8 percent if you are residing in Philadelphia City.
- 7 percent if you are residing in the county of Allegheny.
- 6 percent if you are residing anywhere in PA, except in Allegheny and Philadelphia City.
A transaction fee may apply to you, depending on the Pennsylvania Department of Transportation agents. You may contact the office of the Pennsylvania Department of Transportation for accepted modes of payment.
Inspection Requirements in Pennsylvania
Al vehicles in PA are required to have an up to date safety inspection or have the vehicles inspected within:
- Ten days after the purchase date in Pennsylvania.
