Vehicle Registration Process in Delaware
The first step in registering your vehicle with the Division of Motor Vehicles (DMV) in Delaware is to have the vehicle titled, and to present proof of your ID and DE car insurance. You must also complete an emissions and/or safety check prior to registration.
This page provides instructions on how to title and register your vehicle, as well as information that new residents in Delaware might find helpful, such as fees, insurance pre-requisites, and registration transfers between automobiles.

Once you’ve established your residency in the state, you have sixty days to get a Delaware certificate of vehicle registration. You must visit your local county DMV office and complete the titling and registration in person.

If you are retired from service and currently residing in DE, you and your dependents have a sixty-day grace period to complete a vehicle registration.

There are emission test prerequisites and a checklist for a safety inspection inside the packet. You have to request for the dealership or mechanic to perform an inspection on your vehicle according to the instructions in the packet.
Once you complete the inspection, you can request for the inspector or dealership to provide you with an endorsement stating your automobile complies with Delaware’s safety and emission requirements.
