Maryland Car Registration

The state of Maryland made it mandatory for all cars circulating on its roads to be legally registered with the MVA office. To get your vehicle registered, you have to bring the following documents at the local Motor Vehicle Administration office: the sale bill, car title, and driver’s license. You must also pay the fee of registration. If you recently took residency in Maryland, or if your car is used or new, you may be required to submit additional documentation.

Please note that once your vehicle is registered with Maryland’s MVA office, you are obliged to keep the registration valid and take care of its renewal in due time.

Registration for New Maryland Residents

Within a period of 60 days since your move to the state of Maryland, you’re obliged to get your vehicles registered at the Motor Vehicle Administration. You can get both your title and registration certificates simultaneously. Make sure to get an inspection of safety done on your vehicle before proceeding to the registration process.

In order to register your car in Maine, you must provide the following paperwork, either by mail or in person:

  • The title of the car issued by the former state of residency;
  • An application form for a title certificate, used for registering and titling your vehicle;
  • The lease contract and receipts of payments made monthly, if your car is leased;
  • A statement of interest filing if you have multiple liens on your car;
  • Power of Attorney, given that you sent someone else to sign for the registration in your place;
  • A certificate from a safety inspection issued by a Maryland inspection station (valid for 3 months after the issue date);
  • Receipt for titling and registration fees, as well as other applicable fees.

Regardless of the method used to apply for registration, whether it was by mail or in person, you will be mailed the title certificate. If you go to the office in person, you will be immediately issued the license plates, registration certificate, and sticker. If you choose mail, the above-mentioned items will be mailed to you with your title certificate.

Registration for Cars with Loans

Given that at the moment of your relocation to Maryland your car is leased, you have to contact your lienholder and ask them to send your title to the MVA office.

The steps of the registration process for cars with loans are:

  • Firstly, you have to make a call to the call center of the MVA;
  • The MVA office will then send a form you have to submit to your lienholder;
    • This information must be completed on the form:
      • Name of the car owner,
      • The new address in Maryland,
      • The phone number of the owner,
      • The VIN of the car,
      • The make and year of the car,
      • The name of the lienholder,
      • The address of the lienholder,
      • The state in which the vehicle is currently registered,
      • The account number of the lien.

When the office of the Motor Vehicle Administration receives the form completed in full, you will be contacted and announced of the amount of excise tax you have to pay at the moment of registration. Afterwards, you should submit:

  • A form to apply for a title certificate;
  • A certificate from a safety inspection done in Maryland;
  • Proof of payment for the excise tax, title fee, tag fees, along with the additional fees of the lien recording;

Please note you can either mail or submit in person the above-mentioned documents at the Motor Vehicle Administration office. As soon as the titling and registration process is completed, you will receive the Maryland license plates, expiration stickers, and registration certificates.

Maryland auto insurance: It is required for all cars to have a valid insurance policy issued for them to be driven legally on the roads of the state. For the policy to be recognized by the state in the moment of registration, it should be issued by an agent previously approved by the Maryland state.

Vehicle Registration Process in Maryland

Depending on whether you purchased your vehicle from a car dealership or from a private individual, the registration process might differ.

Dealership-bought vehicles: Car dealerships usually handle the titling and registration processes for you at the moment of purchase. If that’s the case, they will hand you a sale bill along with the license plates.

Registration of dealer-bought vehicles: If your car dealership didn’t handle the registration documentation for you, you have to submit the following documents to your local MVA office:

  • A fully completed form to apply for titling and registration;
  • The auto insurance policy;
  • The documents proving ownership of the vehicle;
  • The bill of sale;
  • A statement of odometer disclosure;
  • A certificate of inspection for used vehicles – with a viability of 90 days post issue date;
  • The information for the lienholder and the lien if it is applicable;
  • The proof of payment for applicable taxes and fees;
  • A notary signed document giving power to someone else to sign in your name, if you send another person to register your vehicle.

Afterwards, you will immediately receive the license plates, tags, and registration certificate, but your car’s title will arrive by mail.

Registration of private party-bought vehicles

If you decide to buy a truck or a car from private individuals, you have to handle the titling and registration process on your own. This process entitles the submission of the following documents at your local MVA office:

  • The title of the car signed over onto your name – if it’s issued in the state of Maryland you can also use it as an application form.
  • A certificate of safety inspection for the state of Maryland, issued by a licensed inspection station. This certificate is valid only for 90 days after it’s issued.
  • An application certificate used for the registration and titling of the vehicle.
  • An auto insurance policy recognized in the state of Maryland.
  • A sale bill if:
    • The car is newer than 7 years,
    • If you paid for the vehicle at least $500 less than its book value,
    • If you want the excise tax to depend on the paid sale price instead of the car’s book value.
  • A statement of odometer disclosure.

When all the paperwork is submitted and all the fees are paid, you’ll receive the certificate of registration and the license plates. However, you will receive the title certificate by mail at an address you specify.

Vehicle Registration for Maryland Military Members

Non-resident military members in Maryland: Military members on active duty that aren’t residents of the state don’t need to get their vehicles registered with Maryland’s MVA office. However, service members have to maintain their current insurance policies and registration of the vehicle in their state of residency in order to drive legally on the streets of Maryland.

Non-resident military members that decide to take residency in Maryland have to register their vehicles within the 1st year if they want to benefit of tax credit, otherwise they might receive a citation for delaying the registration too long.

Maryland military members stationed in other states: Military members that are Maryland residents but are stationed in other states should meet the following cumulative requirements in order to get their vehicles registered in MD:

  • Be on active military duty for the U.S.
  • Be stationed in a different state than Maryland.
  • Be a resident of the state of Maryland.
  • Apply for a Maryland vehicle title and an inspection waiver at the same time.

If all the above stated requirements are met, the following paperwork should be submitted in order to register a vehicle in Maryland:

  • A temporary form for an inspection waiver with the sections A through B completed in full.
  • A form of address certification for the employees of the U.S. Government.
  • An application for a title certificate used for the registration and the titling.
  • A car insurance policy.
  • The documents proving the ownership.
  • A sale bill.
  • A statement of odometer disclosure.
  • The lienholder and lien information.
  • Proof of payment for the applicable taxes and fees.

If you choose to register the vehicle in person by going to the local MVA office, you’ll receive your registration and license plates at the moment you hand over the paperwork.

If you are outside of the state and you can’t go in person at an MVA office, you can mail the titling and registration paperwork along with the payment of taxes and fees. In this case, the MVA of Maryland will mail you back the license plates and registration certificate at the address you filled on the form.

Fees of Vehicle Registration in Maryland

To get your vehicle registered in Maryland, you will have to pay a series of fees and taxes, such as a registration fee, titling fee, and a series of applicable taxes.

All cars titled in the state of Maryland have to pay an excise tax of 6%. This percentage is calculated according to the car’s value on the market. The price has to be mentioned in the notarized sale bill submitted for registration.

There are some requirements for cars that were titled in other states:

  • For cars newer than 7 years for which 6% tax (or more) was paid, a fee of $100 will be paid;
  • For cars for which the 6% tax wasn’t paid, the difference in percentage will have to be paid.

If the excise tax is handled using the payments on your leased vehicle, you should provide documentation in order to calculate the tax credit you should receive or the amount of tax you should pay.

Car Inspections in the State of Maryland

Safety inspections and emissions inspections are mandatory in the state of Maryland. The Motor Vehicle Administration will send each vehicle owner a reminder roughly 8 weeks prior to the expiration of the inspections’ certificates to have them circulating safely on the state’s roads.

All used vehicles or those coming from outside of the state must undergo an inspection for safety. While fees may vary from station to station, each certificate is valid for a period of 90 days maximum after the issued date.

Emissions inspections are not mandatory at the time of registration. The VEIP office will contact vehicle owners after the registration to announce the date by when the car must undergo the emissions testing.

Obtaining a duplicate of the vehicle registration certificate: Once you notice your registration document is destroyed, damaged, or lost, you can request a duplicate by submitting an application at the MVA, either in person, by mail, or even online.

License plates in Maryland: When you register your vehicle, you’ll receive your set of standard license plates. If you wish to benefit from personalized or specialty license plates, you will have to pay an extra fee.
