Will customs charge duties on your household items?

You can be exempted from import duties on your shipment of used household goods, if you purchased them at least six months ago. Customs also requires you to personally use them during this term. Residing outside of Zambia for the last two years or more is mandatory as well. Finally, to be eligible for duty-free import, your shipment should enter Zambia no later than six months after you move to the country. If duty relief is granted, then you arenโ€™t permitted to sell, lend out to others or get rid of these goods while in Zambia (1).
Two additional regulations seem applicable to all shipments, not just those which are exempt from duty. First, youโ€™re instructed to be in the country while your shipment is being processed. Second, certification from a Commissioner of Oath or the Zambian High Commision in your origin nation (presumably at the Zambian consulate) is necessary (2).
In addition, the International Association of Movers guides that all paperwork should be submitted to the destination agent before your shipment arrives. This should reduce the demurrage (storage) fees and other costs youโ€™ll incur during processing. Finally, though customs only requires that you be somewhere in the country during processing โ€“ be prepared to attend clearance if they ask for an interview (3).

What paperwork is required for your household items?

A comprehensive inventory of all goods purchased under six months before your shipment enters Zambia is required. This inventory should have the receipts for all of these items attached (the originals, not copies). It should also include monetary values, be written in English and bear your signature and the date. A separate packing list is also needed, along with the Original Bill of Lading or Air Waybill for the shipment.
A Letter of Employment and TIN (Tax Identification Number) will be requested by customs as well. A valid Work Permit or Residence Permit is mandatory too. If you submit a copy of this permit, then certification of this document by the Zambia Revenue Authority is necessary. The same instruction holds true for your passport, if you give a copy to customs (4).

Will customs charge duties on your vehicle?

According to one respected source, as a temporary foreign resident in Zambia โ€“ you can import a single used vehicle without paying duty. To obtain exemption, you must bring in the vehicle no later than six months after the date listed on your Work Permit (or perhaps your date of entry into the country).
If you plan to import a new vehicle instead, then import tax and duty will apply. The exact rate varies depending on which source you consult. One source reports a 25% duty rate, plus value-added tax of 17.3% (5). The International Association of Movers differs, stating that youโ€™ll pay 25% import duty, VAT of 16% and excise duty of 30% (presumably added to the total cost). In addition, a carbon tax of $30 will be levied on your vehicle import (6).

What paperwork is required for your vehicle?

You must give customs the vehicleโ€™s title and registration. Documentation showing insurance coverage is also required, plus the Original Bill of Lading for the shipment. A Certificate of Non-Sale (confirming you wonโ€™t sell the vehicle within Zambia) is necessary as well. When shipping a vehicle to Zambia, your passport and a Letter of Transfer are mandatory documentation too (7). This letter should be written by the company you work for, and youโ€™ll also need to provide a Work Permit or Residence Permit.
Customs will also request the purchase receipt for the vehicle, and it should list the price paid and date of sale. A JEVIC Certificate is required as well โ€“ but only if your vehicle shipment originates in Singapore, the United Kingdom, South Africa or Japan (8). Also be ready to provide proof of international insurance coverage, your driverโ€™s license and a Valuation Certificate (9).
While this is an excellent overview of what to expect during entry, be aware that additional documentation and regulatory requirements will apply to your shipments. Consequently, youโ€™re encouraged to discuss the particulars of your shipments with customs prior to moving.
