According to the International Association of Movers, a non-resident can apply for this Certificate of Use, if they have a Transeunte Visa 3 (a type of Transit Visa). If you’re entering Venezuela as a student, for work, for other business reasons or as an investor – then it appears you’ll be able to receive this type of visa. You must visit the consulate in your country of origin to apply for a Transeunte Visa 3, before travelling to Venezuela (3).
Other Important Information
In fact, this last requirement apparently applies to foreigners with a Residence Visa as well – since the Certificate of Use isn’t issued locally (only in your origin country at the Venezuelan consulate). Finally, you’ll need to have purchased your household belongings at least six month ago, and they must appear to be in used condition (4).

The paperwork requested for household goods
During clearance customs will ask for your Transit Visa or Residence Visa, a valid Work Permit and a full packing list. A separate detailed inventory is also required, which should be written in Spanish and be notarized in your home country. If your shipment contains any goods that aren’t eligible for duty-free import, then these must be clearly marked on your inventory.

The requirements for duty exemption are much clearer for vehicle imports, with only returning residents (meaning you have a Residence Visa, not a Transit Visa) able to avoid paying duties. To be eligible for duty exemption, you’re required to have owned the vehicle for a minimum of 11 months before bringing it into the country. This same period of ownership (in your own name) is a requirement when applying for a Certificate of Use.
You also must have resided outside of Venezuela for the last 12 months or more (6). Finally, a value limit of $20,000 USD is enforced – and used vehicles worth more than this sum will incur duty of 40%. An additional import tax of 1% will also apply, if your vehicle is over the value limit (7).

The purchase receipt for the vehicle and your passport must be presented to customs. When shipping a vehicle to Venezuela, you’ll also need the Certificate of Use and paperwork confirming vehicle ownership. You’ll also need to submit your Residence Visa (9).
