The duties incurred for household items
Venezuelaโs clearance process is complicated, with many regulations being enforced. In addition, the available information regarding importation of household belongings is sometimes confusing or seemingly contradictory. Attempting to navigate clearance without the help of a qualified international moving company like A1 Auto Transport is not recommended.
Duty Exemption Is Available
It appears that foreigners can obtain duty exemption on used household goods. Yet, whether you must be a returning resident or a new resident entering for the first time isnโt clear (1). It is certain, however, that you will need a Certificate of Use to have duty waived. Without this document youโll pay between 5% โ 40% in import duties. A 12% โ 16% value-added tax (VAT) will be levied on your items as well. Finally, customs also imposes a separate import tax, which is 1% of the shipmentโs CIF value (2).
Rules for Non-Residents
According to the International Association of Movers, a non-resident can apply for this Certificate of Use, if they have a Transeunte Visa 3 (a type of Transit Visa). If youโre entering Venezuela as a student, for work, for other business reasons or as an investor โ then it appears youโll be able to receive this type of visa. You must visit the consulate in your country of origin to apply for a Transeunte Visa 3, before travelling to Venezuela (3).
Other Important Information
In fact, this last requirement apparently applies to foreigners with a Residence Visa as well โ since the Certificate of Use isnโt issued locally (only in your origin country at the Venezuelan consulate). Finally, youโll need to have purchased your household belongings at least six month ago, and they must appear to be in used condition (4).

The paperwork requested for household goods
During clearance customs will ask for your Transit Visa or Residence Visa, a valid Work Permit and a full packing list. A separate detailed inventory is also required, which should be written in Spanish and be notarized in your home country. If your shipment contains any goods that arenโt eligible for duty-free import, then these must be clearly marked on your inventory.
The Certificate of Use mentioned above should be shown too, if you can obtain this document. Your passport, an authorization letter and proof of tax registration (RIF) are mandatory as well (5). Additional documentation will be required, and you can see at least a partial list here.

The duties incurred for vehicles
The requirements for duty exemption are much clearer for vehicle imports, with only returning residents (meaning you have a Residence Visa, not a Transit Visa) able to avoid paying duties. To be eligible for duty exemption, youโre required to have owned the vehicle for a minimum of 11 months before bringing it into the country. This same period of ownership (in your own name) is a requirement when applying for a Certificate of Use.
You also must have resided outside of Venezuela for the last 12 months or more (6). Finally, a value limit of $20,000 USD is enforced โ and used vehicles worth more than this sum will incur duty of 40%. An additional import tax of 1% will also apply, if your vehicle is over the value limit (7).
Be aware that temporary import is also possible, but there isnโt space here to cover the specifics. Therefore, if youโre interested in this import option, talk with customs to learn more.

The paperwork requested for vehicles
The purchase receipt for the vehicle and your passport must be presented to customs. When shipping a vehicle to Venezuela, youโll also need the Certificate of Use and paperwork confirming vehicle ownership. The title and registration will be requested as well, plus RIF (tax registration) documentation (8). Forms A and B (from customs) are also required, plus an Import Licence if your vehicle is new. Youโll also need to submit your Residence Visa (9).
Itโs important to reiterate that customs clearance has intricate requirements and potentially devastating penalties for non-compliance. Thus, trying to import your goods into Venezuela without professional assistance from a knowledgeable company like A1 Auto Transport, is a recipe for disaster.
As a case in point, failure to have all wood packing material (such as crates) treated and certified, will result in your shipment being sent back to the origin country. The International Association of Movers also counsels that monetary values shouldnโt be included in your paperwork (10).
