customs charge duty on household goods?

One trustworthy source reports that duty exemption is offered for household belongings โ€“ provided you meet the required criteria. First, these goods must have been purchased more than 12 months ago. Second, youโ€™re required to already be in the country when your shipment is being processed. Third, you must have a valid Work Permit already in hand (a special pass is an acceptable substitute) (1).
Fourth, the company youโ€™ll be working for within Uganda must request a duty exemption certificate on your behalf. In order for them to do so, you should send all paperwork via expedited delivery, a minimum of 15 days before your shipment enters Uganda. Keep in mind that certain types of goods are not eligible for duty exemption, including foodstuffs.
The going rate for any shipments or items that arenโ€™t granted duty relief is roughly 25%. Whether this includes the 18% value-added tax (plus some possible additional duties) isnโ€™t clear โ€“ so youโ€™d be wise to ask customs for further clarification (2).

Will customs ask for specific documents?

A valid tax identification number (or TIN) will be needed, as well as a full packing list. A Letter of Employment and a Work Permit are also required. Your passport and a complete inventory should also be shown. You must sign and date this inventory, and it should list monetary values for your items (3).
Receipts should also be attached for any appliances, or for any goods purchased under six months ago. Customs mandates that your inventory state the serial number for any electronics as well. A valid Residence Permit is also needed, along with a Certificate of Change of Residence. The Original Bill of Lading or Air Waybill for your shipment and an Immigration Permit should also be submitted (4).

Will customs charge duty on your vehicle?

Youโ€™ll be pleased to discover that duty exemption is offered for vehicles, if you purchased it at least one year ago. For duty-free import, youโ€™re limited to a single vehicle. You also must present a COC Certificate, which verifies that the required inspection (prior to shipping the vehicle) has been carried out.
Itโ€™s best if this is performed by an outfit thatโ€™s under contract with the Uganda National Bureau of Standards โ€“ though this isnโ€™t mandatory. Be aware that some confusion exists, about whether this requirement only applies to vehicles being shipped from Japan or Dubai. Itโ€™s possible that Ugandan customs may carry out this inspection instead โ€“ so contact them to verify their policy (5).
If you fail to meet any of these requirements, then import duty as high as 57% can be assessed on the vehicle. The exact rate is dependent upon the year of manufacture and its overall condition (6). Keep in mind that even if duty exemption is granted on a vehicle manufactured over eight years ago โ€“ a dumping fee of 30% will still apply. Also, if your vehicleโ€™s engine is larger than 3,000 ccโ€™s then it wonโ€™t be eligible to have duty waived (7).

Will customs ask for specific documents?

If youโ€™ll be importing a vehicle into Uganda, then you must give customs an inventory, purchase receipt and tax identification number. The vehicle logbook and a valid Certificate of Roadworthiness are also required (8). Your passport and the Original Bill of Lading or Air Waybill for the vehicle shipment must be shown as well.
Youโ€™ll also need documentation from Interpol verifying that you own the vehicle, if the country of origin is in Southern Africa. A De-Registration Certificate may also be required, along with your employerโ€™s registration papers with the government (9).
This overview of the requirements involved for customs clearance should prepare you for the process. However, it is still prudent to contact them before moving, as they can give you more detailed information.

Tips on how to make your international move easier

Letโ€™s begin by talking about some tips that will make your life easier as you move.

  • De-clutter to ensure the items you bring with you to Uganda are those that you absolutely need and that cannot be found easily in Uganda. You can donate or sell those that you donโ€™t need to make your move cheaper and easier.
  • Prepare a checklist and ensure that it is always within easy reach so that you can quickly add any new ideas that might come to mind as you go about your day to day tasks.
  • Inform your bank about the planned move. Some banks will freeze an account when they see transactions from a region far from where you are expected to be.
  • Check Ugandaโ€˜s entry requirements and start looking for the documents and approvals that you will need. Some approvals will take time processing so itโ€™s a good idea to start early.
  • A few weeks before the moving day change your address at your bank, on your online accounts and any other company that sends regular shipments to you. This will give time for any shipments in transit to arrive, while ensuring that new shipments will be sent to the right address.
