Is a shipment of household goods charged import duty?
This question doesn’t have a single clear answer, as the well-respected sources consulted don’t agree. One asserts that duty exemption is available, if you purchased these belongings at least six months ago. Customs also requires that you’ve personally used them during this term, and that you’ve resided outside of Togo for a minimum of the last 12 months.
The time limit to receive duty relief is six months after moving to Togo, after which exemption won’t be available. If import duty is waived on your shipment, then you aren’t permitted to sell, lend out to others or get rid of these items while in the country. Finally, all of your paperwork should be received by the destination agent a minimum of two full weeks before your shipment enters customs clearance (1).
The International Association of Movers, a highly credible source, has other guidance concerning duty exemption. They state that expats will have to pay both taxes and duty, for a combined amount of 10.5%. However, they also agree that a two week advanced receipt of all paperwork is a prerequisite to receive duty exemption (2). You must provide a full packing list (written in French) and a Non-Sale Certificate. A Change of Residence Certificate is also necessary – or a Letter of Transfer from your employer in its place. A valid Work Permit, Residence Permit and/or Letter of Employment should also be shown.
Customs requires you to submit the CTN (cargo tracking note) for your shipment as well, along with your passport. A detailed inventory that lists monetary values, is written in French and bears your signature and the date is mandatory too. Receipts for any electrical goods purchased under six months ago should be attached to this document (3).

Is a vehicle shipment charged import duty?
Unfortunately, duty exemption is not offered on vehicle imports (unless you have diplomatic status). You will pay about 54% if importing a vehicle into Togo as a private individual. If you’re employed by an international organization, then the duty rate falls to just 2% – 3.12% (4). Customs also requires that the vehicle is shipped in its own container, and the Original Bill of Lading should list certain key information. This includes the engine number, year, engine displacement, chassis number, make and model (5).

You’ll need to present a Non-Sale Certificate, the Original Bill of Lading and the registration papers for the vehicle (6). A purchase receipt and the vehicle’s title should also be submitted to customs (7).
