Can duty be waived on household goods?
According to the Seychelles Revenue Commission, duty exemption is available for foreigners if the required criteria are met. You must have purchased these goods at least one year ago, and be in possession of them during that time. Customs also mandates that you have personally used them for this year of ownership.
If you’re able to show possession, ownership and that the goods are used - then duty exemption should be granted. It also appears that you must be establishing residency within the country, though short-term visitors may be eligible for exemption (this isn’t clear) (1). For more information, you should speak with customs about your particular situation.
In addition, though duty exemption isn’t offered for new goods, a concession of 1,000 Seychellois rupees is available. To receive this consideration, you must be relocating your primary residence to the Seychelles. Although the concession is per person - whether it applies once per item or once per shipment isn’t evident (2). With 1,000 SR only valued at just over $73 USD currently, this is an important question which you should direct to customs (3).

What documentation is needed?
Customs won’t authorize your shipment to enter the country, until you provide the necessary documentation. This includes the Original Bill of Lading or Air Waybill, a full packing list and a valid Work Permit (if required in your case). Receipts are also stated to be required paperwork. Whether this refers to invoices for the shipping costs or purchase receipts for the goods on your shipment isn’t enumerated.
You’ll also need to show your passport. If you have dual citizenship, then the passport most recently used to enter the Seychelles (if you’ve traveled there before) must be presented. An Import Permit may be mandatory in your situation, so ask customs before shipping your goods. Customs will also request a Bill of Entry, and you’ll need a letter from your school or institution of higher learning if entering as a student (4).
Can duty be waived on vehicles?
The Seychelles Revenue Commission only lists returning citizens (including returning students who were studying abroad) as being permitted to import a vehicle. However, it may be worthwhile to ask customs about this point - as they don’t explicitly state that foreigners can’t import a vehicle.
It is clear that returning citizens don’t receive any kind of duty or tax relief, with GST, excise tax, trade tax and even a levy all mentioned as applicable (5). If after speaking with customs, you discover that foreigners can import a vehicle - then it’s extremely likely that all of these taxes and fees will also be incurred.
Additional regulations apply to used vehicles, including the stipulation that the vehicle arrive no later than 6 months after a citizen returns to the country. Vehicles manufactured more than three years ago are also prohibited, as well as left-hand drive vehicles. Customs imposes a one vehicle per person limit, and doesn’t permit selling or transferring of ownership for at least two years after import (6). Finally, an Import Permit is required for all vehicles, both new and used (7).

What documentation is needed for vehicles?
Though the Seychelles Revenue Commission doesn’t list any required paperwork for vehicle imports (except a valid Import Permit), it’s probable that you’ll need the title and purchase receipt.
