Duties when importing your household belongings
At least according to one competent source, household items can be imported without paying duty or tax. To be eligible, you must have purchased them at least six months ago (and been personally using them during this time). Customs also requires that you’ve been residing outside of Serbia for the last 12 months.
If you are fortunate enough to receive duty exemption, then you can’t sell, lend out to others or get rid of these goods within the country. If you have a temporary Residence Permit, then you will only be allowed to temporarily import your belongings. In this case, upon moving away - all items must be taken with you (or be subject to duty) (1).
The International Association of Movers (another well-informed source), isn’t as clear about duty exemption (2). For this reason, it would be an excellent idea to confirm with customs that exemption is possible for your shipments.

Documents when importing your household belongings
A somewhat sizable list of paperwork is required, when bringing household goods into Serbia. This includes a packing list written in Serbian or English and a Letter of Employment. A full record of all the books included in your shipment (which should list both the title and author) is also mandated by customs.
A Certificate of Import also must be shown, and this can be acquired at the police station in your local municipality. A complete list of all electrical goods is necessary as well, including the serial number, company that makes the item and the model number. A temporary Resident Visa good for over 3 months is needed too, along with your passport and Original Bill of Lading or Air Waybill (3).
A detailed inventory that includes monetary values should be presented, as well as a Power of Attorney (if a third party will be interacting with customs in your stead). Paperwork showing the amount paid to transport your shipment is also compulsory documentation (4).
Duties when importing your vehicle
There are some stipulations imposed by customs, if you wish to receive import duty exemption. First, you must have purchased the vehicle over six months ago. Second, your Residence Permit or Visa must be good for over three months. Finally, customs requires that the vehicle be manufactured less than six years ago. If you meet all of these conditions, it appears that you will be granted exemption.

You should also be aware that the International Association of Movers doesn’t concur with this assessment, nowhere mentioning either duties or exemption (6). Again, when there is doubt about duty-free importation policies, you should check with customs directly. Finally, keep in mind that a fee of 3% of the import duties that would have been charged, will apply to duty-free vehicle shipments (7).

Documents when importing your vehicle
Be ready to show your Work Permit, visa and documents confirming residence within the country (presumably a lease agreement or utility bill will suffice). The purchase receipt for the vehicle and certification of the engine displacement are also necessary (8). You’ll need all of the export paperwork issued in your origin country, and inspection documentation verifying that the vehicle meets EURO III technical standards (9).
The vehicle’s title and registration should be provided as well, along with a valid Import Permit. This will be issued by the Institute of Standardization, and you’re instructed to submit an application a minimum of two weeks before the vehicle leaves your origin country. Finally, when bringing a vehicle into Serbia, customs must be given the chassis and engine numbers (10).
This overview is an excellent starting point, when planning your move to Serbia. That said, not every regulation or filing requirement has been covered here.
