Also, San Marino actually charges import taxes rather than duties or tariffs - but this is considered the same by the EU customs agreement.
VAT Enacted in Cooperation With Italy
San Marino enacted VAT concurrently with Italy, as laid out in its 1939 Friendship Treaty. Therefore, it shared VAT rates with Italy. However, this Italian VAT was changed to a general VAT, when San Marino signed the European Union customs agreement.

According to the Economic Development Agency for San Marino, you won’t pay any duty to import household belongings from an EU member country. If your shipment will be originating in a non-EU country, then San Marino charges identical duties as the other European Union nations.
Currently, countries like Belgium, Germany, France, Portugal and Italy all have policies allowing import duty to be waived. Though the details differ slightly from country to country, typically you must have purchased the goods 6 - 12 months ago. Living outside of the EU for at least the last year is also usually required.

San Marino doesn’t seem to provide a list of required documentation for shipments of household goods (or even personal luggage). However, the Secretary of State for Foreign Affairs website details the available residency options. If you’re a citizen of a non-EU country, you may apply for either a Stay Permit or Residence Permit.
If you intend to remain in San Marino between 3 to 12 months, then a Stay Permit is the appropriate choice. Though it can only run one year at most in duration, it’s possible to have your Stay Permit renewed at the end of this term.
Entering San Marino for employment, purposes of cohabitation, to bring a spouse and/or children back together or tourism are the most common reasons that Stay Permits are issued. However, they are sometimes offered for much more narrow cases, such as for religious reasons, to receive medical treatment, education and more.
If you wish to remain in San Marino for the long term, then a Residence Permit will be required. There are two subtypes for this permit, the first being a Registered Residence Permit. This is intended for foreigners that will be reunited with a family member who is a citizen of San Marino, or if you wish to start a company within the country. Working in a management-level job is also acceptable.
The second subtype is an Elective Residence Permit, which is for foreigners seeking to become a permanent resident. To be eligible, you’re required to either purchase property or make financial investment in San Marino. Further stipulations include a prohibition against being employed in the public sector and having obtained valid health insurance coverage. If you reside in San Marino under an Elective Residence Permit for 10 years, then you’ll be issued a Registered Residence Permit.
