Import duty levied by customs for household items

No duty exemption is currently offered by Russian customs (except for diplomats), and youโ€™ll pay the going rate to bring items into the country. At this time, the charge is either 30% (imposed on your shipmentโ€™s value) or 4 Euros per kilogram of weight - whichever figure is higher. However, keep in mind that while Euros have been used here to describe the cost structure, you can only pay in rubles (RUB) (1).

A customs processing fee of 5% also applies, and youโ€™re only permitted to send payment from a Russian bank account. Itโ€™s also mentioned that failure to export goods back out of the country in the agreed-upon timeframe, will result in duties being imposed (2).

As duty is incurred by all shipments of household goods, the meaning of this isnโ€™t clear. It may refer to duty-free temporary import, which another source alludes to being possible (3). With such confusion surrounding this issue, youโ€™re advised to consult customs to learn more.

Paperwork required by customs for household items

Customs will not permit your shipment to enter Russia, until you give them the necessary documentation. They need a customs declaration form, packing list and your Original Bill of Lading or Air Waybill. Your passport and visa must be presented as well, along with a Letter of Employment. Youโ€™re also required to obtain registration from the FMS (Federal Immigration Services). However, appropriate ID papers (or perhaps other documentation) may free you from this requirement.

If a third party will be working with customs in your stead, then you must provide a Power of Attorney authorizing them to do so (4). Customs will request a Letter of Sponsorship, which can be written by the company youโ€™ll be working for within Russia or another acceptable organization. A detailed inventory that includes monetary values and a Re-Export Control List should also be submitted (5).

Import duty levied by customs on vehicles

It appears that temporary import of a vehicle can be performed, without paying any duty for the privilege. Youโ€™re limited to just 12 months, after which time the vehicle must be taken back out of Russia (6).

For permanent importation, duty will be charged (unless you have diplomatic status). This fee must be remitted to the head customs office in Moscow, prior to importing your vehicle. The specific rate youโ€™ll pay is based upon details about your vehicle, including the engine displacement and year of manufacture. Be aware that while an exact duty percentage isnโ€™t mentioned - it is reported to be quite expensive (7).

Paperwork required by customs for vehicles

You should have a Certificate of Conformity, Letter of Employment and purchase receipt for the vehicle. The Original Bill of Lading, your visa, passport and personal ID should also be shown. The vehicleโ€™s title and registration issued in the origin country are needed as well (8). The license plate and a Certificate of Matriculation is required too. A customs declaration could also be necessary, though this may only be for diplomats attempting to obtain duty exemption (9).

Other documentation requirements will certainly apply, when importing either household items or a vehicle into Russia. Customs regulations and fees also have a tendency to change. This means that discussing your upcoming relocation with them is the best course of action - as they can provide you with all of the information youโ€™ll need to pass through processing without issues.

At first, when most people relocate abroad, they experience culture shock. If possible, visit your preferred location in Russia months before the day of moving.
