Import duty incurred for household goods
You can obtain duty exemption on household belongings, if you follow the rules imposed by customs. You’re required to have purchased these items a minimum of six months ago, and to have resided outside of Romania for the last year. Moving your primary residence into the country is also mandatory, along with the stipulation that these belongings are just for your own use. If duty-free import is granted, then you won’t be permitted to sell them for the next two years (1).
You also must have been personally using these goods for the last six months, and bring them into Romania within 90 days of obtaining your Residence Identification card. Shipments which arrive after this time limit, will be charged import tax and duty. However, these fees will be returned to you, if you take these goods with you upon leaving the country (2).

Import paperwork mandated for household goods
You must stand ready to provide a valid Work Contract, which has been issued by a company within the country. A separate Letter of Job Transfer may be required, but this may only be in instances where you’ll be staying with the same company (and just changing locations to their Romania office).
Customs also needs their fiscal code, and their official registration with the Romanian Chamber of Commerce. If you can’t provide this last document, then your rental contract is an acceptable substitute. A Certificate of Residence is required as well, along with your passport and visa (3).
A Declaration of Owner must be submitted, which confirms you’ve been in possession of your goods for a minimum of six months. Customs will also request a detailed inventory, which must include extra information on certain items like electronics and high-value goods (such as artwork) (4). An Import Application should also be filed, when attempting to bring household goods into the country (5).
Import duty incurred for a vehicle
It seems that you will pay duty and VAT when importing a vehicle into Romania - at least according to one source (6). The International Association of Movers also confirms that duty is levied on all vehicles brought into the country. However, they also assert that the required guarantee you must provide during clearance, will be refunded when you move back out of Romania (7).
Whether this guarantee is in lieu of import duties or is an additional charge isn’t specified. With some confusion on this point, it’s recommended that you call customs to clear up the matter.

Import paperwork mandated for a vehicle
The vehicle’s title and registration must be presented, along with your Residence Permit and passport. A purchase receipt and documents showing your ownership of the vehicle are also required (8).
