Shipments of household goods and import duty
You can bring in used household belongings free of any duty, as long as you purchased them at least six months ago. Customs also requires that you’ve been personally using them during this time. Another requisite for duty exemption is having resided outside of the country for the last 12 months. Further, you must bring these goods in no later than six months after your entry into the Republic of the Congo (1).
You also must send all the necessary paperwork (and originals) to the destination agent beforehand. If they don’t have these documents 15 days before your shipment arrives, you won’t be issued a Certificate of Free Entry from the primary customs office. Also, be aware that even for duty-free shipments, a couple of specialized taxes still apply. These are a 2% computer tax and an assurance tax of 0.8% (2).

A number of documents must be submitted to customs, in order for your shipment to be cleared for entry. Customs will ask to see your passport, packing list and Original Bill of Lading or Air Waybill. A Letter of Employment and a Certificate of Change of Residence (from the municipal authorities within your country of origin) are also required. Another letter detailing your job transfer may also be needed.
You must obtain a Work Permit from the Ministry of Labor, and a Certificate of First Settlement from the Immigration Department. An ECTN (Electronic Cargo Tracking Note) is mandatory as well, or a BESC (Bordereau Electronique de Suivi de Cargaison). Finally, you should provide a comprehensive inventory with values included - which is to be written in French and bear your signature and the date (3).

Dependable sources make reference to a possible duty exemption, saying that without this a duty of 54.1% will be incurred. There is no mention of how duty-free import can be obtained - or whether this is even possible at all (4). Therefore, you’re advised to consult customs, to determine if exemption is available for your shipment.

Customs mandates that the Original Bill of Lading for your vehicle shipment list certain key information. This includes the engine and chassis number, engine displacement, year, make and model. Any vehicles manufactured 7 years ago or more, cannot be imported into the country (5).
