The duties you’ll incur to import household goods
Before discussing import duties, it must be noted that a Residence Permit is required just to bring shipments into the country. That means entering Paraguay a full three months early, as this seems to be the prerequisite for obtaining this document. Customs also instructs that you be at the port or point of entry in person, while they are processing your goods.
Duty and Tax Exemption Having covered those required regulations, duties and taxes can be avoided, provided you meet certain conditions. If you’re importing items as a temporary resident - then import tax will be waived (but duty will still be charged). If you’re importing items as a permanent resident, then you’ll be exempted from both import tax and duty (1).

Conditions For Exemption In order to be awarded this complete exemption, you must give all necessary paperwork (in person) to the Immigration Office in the capital city of Asunción. This must be completed a minimum of three weeks before your shipment enters port. You have six months to import your goods, and this time limit begins after receiving your Residence Permit.
Obtaining a Customs Certificate However, conflicting information is available, stating that upon obtaining your Customs Certificate - this authorizes you to import belongings for the space of one year. To obtain this permit, you must submit all mandatory paperwork to the Ministry of the Interior, and it may also be necessary to provide documentation to the Ministry of Foreign Relations (Relaciones Exteriores) as well. These steps must be taken before visiting the Immigration Office, where you’ll actually be issued the Customs Certificate (2).
The documents you must show to import household goods
You’ll need a packing list, Original Bill of Lading or Air Waybill and an original ID card. The Certificate of Customs just covered is also required, along with your Residence Certificate (3). A comprehensive inventory that’s been approved at the Paraguayan consulate within your origin country is necessary as well. It appears that the Original Bill of Lading for your shipment must also be reviewed and stamped at the consulate (4). Keep in mind that many additional documents will be needed, in order to obtain the required Residence Permit (5).

The duties you’ll incur to import a vehicle
Unless you are a diplomat, you won’t be granted duty exemption when importing a vehicle into Paraguay. The current taxes charged are roughly 35% to 37% (levied on the value assigned to your vehicle by customs agents). Non-diplomats also cannot import vehicles manufactured more than 10 years ago.
Customs requires that your vehicle be inspected, and only two firms are acceptable. These are SGS and VERITAS (sometimes listed as Bureau VERITAS or BIVAC) - both of which are international in scope. If you neglect to have your vehicle inspected, then re-exportation is the likely result (6).
The documents you must show to import a vehicle
You must provide the purchase receipt, Original Bill of Lading and your passport (7). Both a Certificate of Inspection detailing the mechanical condition of the vehicle and a Verification Certificate from VERITAS or SGS are also required (8). However, the International Association of Movers asserts that vehicles valued under $3,000 aren’t required to provide this Verification Certificate (9). Since only customs can provide you with a conclusive answer, it’s highly recommended that you ask them directly.
You also must provide the title and registration, and certain information about the vehicle (such as where it was made) (10). Your Permanent Residence Permit should be shown as well (11).
