Duties charged on household belongings
Oman allows you to import typical household items without paying any duty. To receive this exemption, you must have purchased your goods at least six months ago. You’re permitted to bring in a number of different duty-free shipments, and they can arrive over the water, over land or via air (1).
Customs also mandates that you’ve resided outside of Oman for a minimum of the last 12 months, and have been personally using your items for the last six months. You also are required to be at customs in person, and to show both your Residence Permit and Visa (2).
Omani customs has recently updated their system, and now has a new online service. Referred to as Bayan, you must give your name to customs ahead of time online - and you’ll receive an exclusive ID that will be needed during the clearance process. You’re advised to contact the destination agent beforehand for more details (3).

Paperwork prescribed for household belongings
You must supply a valid Work Permit, Residence Permit and passport. Customs also will ask to see your Original Bill of Lading or Air Waybill, as well as your Omani ID. A complete inventory is also required, along with documents showing that you have the appropriate insurance coverage in place. Finally, if an agent will be working on your behalf to clear your shipments through customs - then a Power of Attorney is necessary (4).
You should also be aware that alcohol isn’t permitted into the country, so be sure that your shipment doesn’t include any alcoholic beverages. Also, if any of your cargo has been packed in wood crates, then these must bear ISPM markings indicating that they have been heat treated (5).
Duties charged on vehicle imports
Duty exemption is only offered for a vehicle no more than 2 years old, which is also being imported from another Gulf Cooperation Council (GCC) nation. All others will incur import duties of 5% to 10%. Omani customs has a number of strict rules governing vehicle importation. Failure to follow any of these may be punished with penalties or confiscation of the vehicle (or both).
Import Regulations Among these regulations is a ban on all right-hand drive vehicles, and the stipulation that your vehicle be at least 12 months old (6). A maximum age of 7 years is enforced, and your vehicle must adhere to GCC technical specifications (7).
Import Authorization You also must obtain authorization to import your used vehicle, which is issued by the Ministry of Commerce and Industry. A No Objection Certificate is also mandatory (8). A minimum of one full day before your shipment enters Muscat, you’re required to purchase insurance (and proof of this must be given to customs) (9).
As you can see, Omani import rules and procedures are quite complex - and the penalties for non-compliance can be severe. Paperwork prescribed for vehicles
The paperwork required to bring your vehicle into Oman includes your driver’s license, passport and an authorization letter. The vehicle’s title and registration (issued in the origin country) are needed as well. Proof of insurance coverage from an Omani underwriter is also mandatory (10).
Customs will also request the purchase receipt and a No Objection Certificate issued by the company you’ll be working for within Oman. A Power of Attorney is necessary for an agent to work with customs on your behalf, and a statistical report issued within your origin country is compulsory (if your vehicle wasn’t registered in 2003 or earlier) (11).
