The cost of moving internationally to Nigeria can range anywhere from $2,000-$12,000 depending on a variety of factors such as the size of move, total distance, route, transportation method, and current market trends.

The duties levied on shipments of household items

Prior to looking at the import duties required by Nigeria, the Level 3 Travel Advisory issued by the U.S. Department of State should be mentioned. The cited justifications for this warning are the terrorism, piracy, civil unrest and crime present within the country. While this advisory level carries the admonition that you reconsider traveling to Nigeria - you’re advised to completely avoid the northern Adamawa, Yobe and Borno States (1).

Obtaining Duty Exemption

If you’re aware of the dangers and have decided to relocate to Nigeria anyway, then you’re likely wondering about the duties imposed by customs. Though duty exemption isn’t certain, most of the time you can have this charge waived - if you meet certain conditions.

Customs requires you to have purchased your goods at least six months ago, and to have personally used them during this time. They also stipulate that you intend to keep using them in your household, and don’t plan to sell them within Nigeria (2).

Additional Requirements

Duty-free import also requires that you bring in any shipments no later than two months after moving into the country. Customs also mandates that you obtain a Residence Permit before entering the country. All of the paperwork for your shipment must be in the destination agent’s hands, a minimum of 15 days before your goods reach port (3).

In order to authorize your shipment for entry, customs must receive your passport, visa, Certificate of Residence Change and Work Permit. A Residence Permit, Form Sale 48 and full inventory are also required. Clean reports of both inspection and finding are necessary as well, along with a PUBD Form and authorization letter (4).

The Federal Inland Revenue within the country must also issue you a tax identification number, which you must show to customs during clearance. A packing list (which is separate from your valued inventory) and Letter of Employment or Certificate of Transfer must be presented as well. If any portion of your shipment is packed in wooden crates, then a Certificate of Fumigation is also mandatory (5).

The duties levied on shipments of vehicles

Anticipate paying import duties on your vehicle, as it doesn’t appear that exemption is available. Customs also has various regulations governing importation, including the requirement that all vehicles be manufactured less than eight years ago. It’s also critical that your Original Bill of Lading list the engine number, chassis number, model and manufacturer. If these details aren’t included on your OBL, then customs won’t permit your vehicle to enter Nigeria.

When figuring the fees for importation, customs looks at the vehicle’s value. A sliding scale applies, which starts at 30% duty for vehicles worth $9,000 or less. This rate scale continues rising, going up to a maximum of 100% duty for vehicles valued over $27,200. You should know that a value-added tax (VAT) is also levied by customs, along with a surcharge of 7% (6).

The paperwork necessary for vehicles

Shipping a vehicle to Nigeria entails certain paperwork, including proof of insurance coverage and the purchase receipt for the vehicle. A packing list for the vehicle shipment, your passport and a Certificate of Value and Origin are also required (7). You may also need a CC3 Form, which has been endorsed by both the main office of customs and the Ministry of Foreign Affairs (8). However, this document may only be required for diplomats who wish to import a vehicle.

The vehicle’s title and registration, log book and Original Bill of Lading are all necessary as well. The OBL must list the vehicle’s engine number, chassis number, manufacturer and model (this information should be on your included inventory as well). Finally, when importing a used vehicle - a certificate confirming that it’s roadworthy is mandatory documentation (9).
