The import duties you’ll pay for household goods

It’s important to note before discussing any duties you’ll face, that the U.S. State Department currently has a Level 3 Travel Advisory in place for Niger. This means that they recommend reconsidering your travel plans to the country. The reasons given are the terrori1sm and crime (especially violent crime) which is present in Niger at this time (1).

Duty Exemption is Available

If you still plan to go ahead with your move, you’ll be pleased to learn that customs is kind enough to extend import duty exemption. To be eligible, your household items must have been purchased at least six months ago. You’re also required to have personally used them during this time, and to have resided outside of Niger for the last 12 months. Even if you meet these criteria, you still must have a Certificate for Free Entry issued by the Head Office of customs. If duty is waived on your shipment, then you won’t be permitted to sell, lend out to others or get rid of these goods while you’re in the country (2).

A Separate Tax Still Applies

Bear in mind that a government or statistical tax is still levied on duty-free shipments. Different sources list varying rates for this tax, with the International Association of Movers stating that it is 2% of the shipment’s CIF value (3). Another trusted source holds that the tax rate is 5% instead - meaning you should verify which is correct by speaking with customs. You should also know, that it’s possible to avoid paying this tax, but only if you’re a member of an organization that’s been granted tax exoneration by the government (4).

The import documents you’ll need for household goods

You must have a full packing list, as well as a separate detailed inventory that includes values. This is to be written in French and you must sign and date it. Also required is your passport, Original Bill of Lading or Air Waybill and a Non-Sale Certificate confirming that you won’t transfer ownership of any duty-free items while in Niger. A Resident Permit, Work Permit and Letter of Employment may all be necessary - or just one of these documents may suffice (5).

A Certificate of Change of Residence issued by city hall or the municipal authority in your origin city, is also mandatory documentation. If you wish to have an agent work with customs on your behalf, then a Power of Attorney must be filed. It appears that an International Health Certificate which proves that you’ve received a vaccination for yellow fever is also a required form (6).

The import duties you’ll pay for a vehicle

Unfortunately, the well-informed sources consulted, indicate that no duty exemption for vehicle imports is offered by Niger. You should be prepared to pay the going duty rate, which is currently set at 57% of the CIF value. This is the combined amount of the vehicle’s value, along with the cost to ship and insure it (7).

Just as with your household goods, an additional statistical tax of 5% is also levied by customs. It has been reported that customs may be flexible on these import fees, and you may be able to obtain a cheaper rate (8).

Also, there is some conflicting information available, concerning exactly how the duty rate is calculated. It may be dependant on certain factors about your vehicle, such as the year of manufacture and engine size (in addition to the CIF value) (9). Or, import duty may be based upon the vehicle’s weight instead (10). In order to clear up any confusion, it’s best that you consult customs to learn which information is accurate.

When shipping a vehicle to Niger, you must have your passport, purchase receipt and proof of insurance coverage. Documents confirming your ownership of the vehicle are also required (11). Customs must be given a Change of Residence Certificate and the Original Bill of Lading (or possibly the Air Waybill). The OBL must list certain details, such as the make, model, chassis and engine numbers, year and the engine size (12). The vehicle’s title and registration from the origin country and your driver’s license are also required. Finally, the log book for the vehicle may be requested by customs (13).
