Duties charged on your household goods

Expect to pay full import duty, when bringing your used household belongings into Kosovo. The rate currently stands at 10%, along with an extra value-added tax (VAT) of 15%. It seems the only exemptions offered are for NGOs, and they still must pay VAT on any shipments which they import (1).

Paperwork required for your household goods

The customs clearance process requires that you provide certain documentation, including your Original Bill of Lading or Air Waybill. A valid Letter of Employment that includes the length of your work contract should also be submitted. The lease contract for your residence within the country is needed as well, along with a Bank Guarantee.

A comprehensive inventory that includes the values for your goods is also mandatory. A separate packing list must be presented, and it should carefully list details about any artwork. Finally, if you’ve chosen to import your goods on a temporary basis - then a request for temporary import from your employer is required (2).

Duties charged on your vehicle

This point isn’t entirely clear, with one source stating that import duties of 10% to 15% will be assessed (3). Yet, according to the International Association of Movers, the full duty rate is only charged on vehicles owned for under 6 months (4). Due to these conflicting opinions, you are urged to contact customs for the most up-to-date information.

Whether you end up paying import duty or not, a couple of regulations will be enforced. First, you aren’t permitted to bring a vehicle manufactured over six years ago into Kosovo. Second, you must be at the point or port of entry while customs is processing your vehicle (5).

Paperwork required for your vehicle

Customs will need to see the registration for the vehicle, which was issued in the origin country. A valid purchase receipt, invoice or Bill of Sale is also required (6). Finally, the vehicle’s title and your driver’s license must be presented to customs (7).

It’s important that you’re aware of all the necessary filing requirements, as well as the regulations which will govern your shipments. This overview isn’t complete - so you should consult customs for a more detailed picture before moving.

Tips to make your international move easier

  • Visa, passport, and preparation: It is a good idea to start preparations about 90 days to the move day. This will give you enough time to attend to important issues such as applying for a visa and a passport. For Italy, under the Schengen Agreement, you do not need a visa for the first 90 days if you are a US citizen. But, if you are planning to stay longer, make sure that you apply for a longer-stay visa through the Embassy of Italy. Also make sure you have a valid US Government issued passport.
  • Working and business: You will need an income-generating activity once you move. If possible, apply for jobs before leaving. As you do so, find out if you need a work permit so that you can apply for one. Also, get more information about the business climate and applicable laws.  This will help you to know whether or not you can set up a business in Kosovo. If not possible, make arrangements on how you can operate your business remotely.
  • Real estate and a car: It is important to find out if you can acquire assets such as a house and a car. Start by researching the laws governing such acquisitions in order to avoid being duped. Having such property will make your transition easier but without the right information, the buying process might be a real nightmare.
