An island in the East Nusa Tenggara province of Indonesia, Flores is part of the Lesser Sunda Islands (1).
Another Flores Island Exists
It shouldn’t be confused with the Portuguese-owned Flores Island (Ilha das Flores) located in the Atlantic Ocean, which is part of the Azores (2). Ilha das Flores is far smaller, with only roughly 1/100th the landmass and just 0.002% of the population (3,909 vs. 1,831,000 inhabitants) (3).
Follow Indonesian Customs Procedures
Since Flores belongs to Indonesia, it presumably follows the same import rules and regulations. However, certain local differences might exist - so you should contact Indonesian customs to verify that this is the case. Assuming it’s governed by the same policies (which is likely), Indonesian customs does allow duty to be waived on household goods - provided you meet some conditions.
Requirements To Receive Exemption
These goods must have been purchased at least one year ago, and personally used by you during that term. A time limit of three months for your shipment to arrive is imposed, which starts once you procure the necessary KITAS card and temporary work permit (abbreviated IKTA) (4).
As an aside, you should know that this required IKTA is labeled as the Izin Mempekerjakan Tenaga Kerja Asing (IMTA) instead, by the reputable International Association of Movers (5). In addition, recent legislation seems to have replaced this requirement with a RPTKA (Rencana Penggunaan Tenaga Kerja Asing) - but this may only apply for employers and not employees (6). With such differing information available, it would be prudent to ask customs which document will be needed, before shipping your goods.
Additional requirements to receive duty relief include a limit of just one each for over-the-water and air shipments. Finally, if you receive duty exemption, then you aren’t permitted to sell these items within Indonesia (7).
Household belongings and import documents
During customs clearance, you’ll need to have both the KITAS card (also called a Limited Stay Permit or Temporary Residence Permit) and Work Permit (IKTA or IMTA) mentioned above. However, as also stated, customs may require a RPTKA instead. No matter which permits apply in your case, they must be good for a minimum of one year. Your passport (with visa pages) is also required, plus the Original Bill of Lading or Air Waybill for the shipment.
If a third party will be working with customs on your behalf, then a letter authorizing them to do so is mandatory (8). A full packing list will be requested as well, and this must be stamped by the Indonesian Embassy in your origin country prior to embarking. A separate inventory is necessary too, along with a Letter of Employment (9).
Vehicles and import duties
Vehicle import isn’t possible for the vast majority of foreigners entering Indonesia. To be eligible for import, you must have diplomatic status or be involved in a business that provides vehicle-based services or repairs vehicles (10). In fact, even respected sources like the International Association of Movers don’t list all of these exceptions, instead asserting that only diplomats can bring a vehicle into Indonesia (11).
Vehicles and import documents
If you have an allowable exception to the vehicle import ban for foreign individuals - then you’ll need the correct documentation. Your passport and the Original Bill of Lading or Air Waybill for the vehicle shipment must be presented.
Your business or organization must also provide a Statement Letter of the Consignee. The consignee’s ID card is also required. For clarification, the consignee is the buyer or the party that will receive the vehicle within the country (which could be you, your business or a third party). The vehicle’s title and registration should be shown as well.
For diplomats, a packing list that’s been stamped by the Indonesian Embassy in your home country is necessary. Customs will also request the mandatory Letter of Approval written by the Indonesian Ministry of Foreign Affairs (12).
