Vehicle Registration Procedures in Missouri

Visit the Missouri Department of Revenue for the registration of your vehicle and present your car title, statement for the odometer disclosure, and inspection certificate (when needed). Also, you must pay the necessary fees.

You will need to present other documents if you are a new resident in Missouri or if your car is leased. You may download the application form online and fill it up in advance, or you may visit your local licensing office to get a form.

The registration of each vehicle with the MO DOR is required to legally access the state’s highways and roads. Registration and titling are processed at once.

 New to MO?

For new residents of Missouri, an application for a title and registration with the Department of Revenue must be made within thirty days of your residency request. You must get a non assessment certificate as proof of not having tax issues.  You may get this certificate at your county collector or at the assessor in St. Louis.

For the completion of titling and registration of the vehicles in the state, visit your local license office and provide the following:

  • Proof of ownership, such as a car title or registration from your previous state.
    • If the car title is with a lienholder or if you are still paying your vehicle, then you must get in touch with the lienholder for the title to have your registration completed.
  • A completed DOR-108 Form.
  • Insurance ID Card.
  • Your tax waiver from of the assessor in St. Louis.
  • A MO safety/inspection certificate (if needed). It should not be over sixty days old. Refer to “Requirements for Inspection in MO” section below.
  • Your odometer inspection and VIN.
  • The payment of taxes and fees for the title and registration (refer to “MO Vehicle Registration Costs” below).

Registering a Car in MO

Register your newly bought vehicle in Missouri within thirty days to avoid late fees and visit the licensing office in person. Submit the needed documents notwithstanding if the vehicle was bought from a car dealership or a private seller.

The documents listed below must be submitted to your local licensing office for the registration of your vehicle:

  • Proof of ownership.
    • A completed certificate of title (applicable for second hand vehicles from a private seller or a car dealership).
    • The manufacturer’s Certificate of Origin (applicable for brand new cars bought from a car dealership).
  • A completed DOR-108 Form.
  • A certificate from the odometer inspection and the VIN (applicable for vehicles from outside of the state)
    • This requirement will be covered by the current MO safety inspection done at the MO State Vehicle Inspection Station.
  • Form 3019 for:
    • Automobiles less than ten years of age.
    • Vehicles weighing below 16,000 pounds.
  • An authenticated DOR 4809 Form if your vehicle has been fully paid.
  • An emissions certificate (if needed). Refer to “Requirements for Inspections in MO” section below.
  • The payment of taxes and fees (refer to “MO Vehicle Registration Costs” below).

Vehicle Inspections in Missouri

In general, vehicles in Missouri are required to undergo safety inspections while vehicles from outside of the state are required to undergo VIN and odometer inspections.  Once completed, the list of required documents for titling and registration will be provided to you by the technician.

You may be required to undergo a safety/emissions inspection, as well as odometer and VIN inspections contingent to your residing county.

Temporary Registration Permit

For newly bought vehicles that were never registered or do not have license plates, get a TRP and bring the car to the MO license office for permanent registration. The TRP is effective for thirty days only, so you must complete your permanent registration with MO within the time period.

You may get a TRP from the dealer where you bought the vehicle or you may visit the MO license office. Temporary tags are sometimes issued by a dealer, however, the submission of the vehicle registration and title is your responsibility.

Visit your local licensing office and:

  • Provide any of the documents listed below:
    • Vehicle title transfer.
    • Manufacturer’s Origin Certificate.
    • A completed Form 5049.
    • A completed Form 1957.
    • A DOR 108 Form.
  • Provide a vehicle safety inspection that is no more than sixty days old.
    • Vehicle safety inspection is not required when:
      • You can provide a Manufacturer’s Origin Certificate.
      • You have residency in another state.
      • You have a temporary permit for a trailer.
    • Present a certificate confirming your financial responsibility or existing insurance ID card.
    • The $5 fee for a temporary permit and the processing fee of $3.50 must be paid.

Make your temporary permit visible and secure by placing it on your vehicle’s back. The TRP is effective for thirty days. The titling and registration of your vehicle are a must. You will be given a late fee of $25 every thirty days from the required registration/titling period. You can pay a maximum of $200.

Registration for a Military Member

Vehicle registration procedures vary contingent on the residency of a military member, whether the military member is a MO resident or an out of state resident based in MO.

For out of state military residents based in Missouri

Registration of a vehicle for all military members based in MO is not required. However, their vehicle insurance and registration from their home state must be maintained. Refer to the section “New to MO?” and follow the procedures if you will have your vehicle registered in the state.

You may apply for a TRP if you will buy a car in the state but are planning to have it registered in your own state. The TRP will allow you to drive your vehicle in MO until your own state vehicle registration process is complete. Refer to the “Temporary Registration Permit” section above.

For Missouri military residents based outside of MO

 You may register your vehicle in the state if you are a MO resident who is based outside of MO. You can send the paperwork via mail either to Jefferson City (Central Office) or to any of your relatives to help you with filing the registration in MO.

For vehicle registration, submit the documents listed below:

  • A completed Manufacturer’s Certificate of Origin (transferred to you).
  • Certificate of financial responsibility or insurance.
  • A completed DOR 108 Form.
  • Tax waiver from the Collector’s office of your home state to prove you have no issues with property taxes.
    • Present a tax waiver from the St. Louis collector office if you are residing in the city.
    • A tax waiver covering the preceding two years is required for a two year registration.
  • A certificate from an odometer inspection and a VIN signed by an army commissioned officer.
  • A completed Form 768, indicating your vehicle has been in MO for less than sixty days.
    • A vehicle safety inspection within ten days before returning to MO is required.
    • An emissions test within ten days before returning to MO is required.
  • Paying the required taxes for registration and titling.
    • The amount of sales tax you paid in your present state will be deducted from the total amount of payment you made in the state where the vehicle was bought.

Registration through a Relative

The MO Department of Revenue recommends you send the documents to a relative and let them submit in person all the paperwork for the registration of the vehicle. This will expedite the process of registration. Relatives may take care of everything regarding the registration and fees.

Vehicle license plates are provided once the paperwork for registration is filed. Your relative will be able to send you the vehicle plates faster than the normal delivery process of the DOR.

Registration via mail

 You may also make your registration via mail if ever you do not want a relative to file the registration for you. After you have completed and gathered all the needed documents and fees, mail them all to the MO central office.

MO Vehicle Registration Costs

The registration fee in the state is a flexible rate depending on the vehicle’s weight or taxable horse power. The taxes, title, and processing fees are processed all at once.

The fees apply for 1 year. For a 2 year registration, you will need to pay the registration fee equivalent to 2 years.

Processing fees

Both the titling and registration have a processing fee, and they are due upon the registration of the car.

Processing the registration:

  • $3.50 for 1 year,
  • $7 for 2 years.

Title Costs and Processing:

  • $11: Title fee (includes the first titling and registration processing fee of $2.50).

Registration fees for passenger vehicles

 The rate of the registration fee is based on the vehicle taxable horsepower.

Horsepower per year fee:

  • $18.25 for less than 12 horsepower.
  • $21.25 for 12-23 horsepower.
  • $24.25 for 24-35 horsepower.
  • $33.25 for 36-47 horsepower.
  • $39.25 for 48-59 horsepower.
  • $45.25 for 60-71 horsepower.
  • $51.25 for more than 72 horsepower.

Taxes

Taxes must be paid upon the initial registration (a tax of 4.25% on the vehicle price plus the sales tax in your county).

If your vehicle was purchased outside of Missouri and you have it for no more than ninety days, the payment for what’s left between the MO sales tax and the tax from the state where you purchased the vehicle is required.

Requirements for an Inspection in MO

A vehicle inspection is required in MO. All cars more than 5 years of age will register every time the ownership changed. If the vehicle ownership does not change, follow the normal inspection legislation presented below.

Make sure your vehicle is checked at a MO Authorized Vehicle Inspection Station.

Safety inspection in MO

To maintain the registration of vehicles older than 5 years of age, a vehicle safety inspection is required. All even numbered vehicles must be checked in years with an even number, while odd numbered cars should be checked in years with an odd number. If it is your first time registering it, your vehicle may go through a safety inspection before its registration.

MO emissions testing and smog check

 An emissions test for all registered vehicles in the counties listed below is required:
